Higahele Campaign

Higahele Campaign is a voter awareness campaign aimed to increase the voter awareness regarding the voting of the parliament elections of 2009 and also to increase the voter turnout. The program mainly entailed registration checks and voicing out messages that encouraged self responsibility and condemned the vote sale culture. The program was effective to the extent that voter turnout was above 80% in the two constituencies it operated, minimised the effect of the vote sale culture.

Our projects and programs are directly linked to achieve an objenctive of the NGO. As such several programs has been run since CHOCO was found on April 13th, 2009. A n overview of the programs carried out can be seen from the links below.

Maavadiya Career Expo Proposal

I. Summary
Maavadiya is a career expo directed towards the young people of Thinadhoo to inform about the job and educational opportunities available for them. The main target crowd is the school leavers. It is expected that major employers and educational institutions will participate in the expo to direct the young minds towards the opportunities with the young people’s will, desire and interest as the yard stick go grab them.

As expected, a fair of a large magnitude will incur several costs and hence would need helps of several parties. This proposal calls for participation by employers and educational institutions. In addition, this proposal calls for sponsors to meet the expenses of the career expo.

The benefits are huge for participants and visitors alike. The participants would be able to provide information of the career opportunities at workplaces and further education, and visitors would have a much better understanding of their desired career at the end of the day. The spill over benefits to the community and the region will also be immense.

A career expo is also required to guide the young people to a better future and to enable the society as a whole to make informed decisions. Expos like these would enable to host such events outside Male’. An expo outside Male’ would perhaps emphasise more on opportunities available in the local region. It is necessary to host events like these outside Male’ as well.

Maavadiya Career Expo is intended to achieve these purposes and the success of the event relies on the generous support of participating institutions and sponsors. CHOCO is absolutely sure that there would be large support from the public, especially the young people, as the need to carry out an event like this is immense and important.

II. Introduction
The population structure of the Maldives indicates that more and more number of young people will be entering the job or higher education market every year. To make the best use of the young people in early years, it is extremely important that they choose the correct career path to them. However it is well understood that many young secondary school leavers do not know of the opportunities that await them and a short effort is being made to present the opportunities to the young people.

A career expo to bridge the information asymmetry between the school leavers and job and education providers is essential than evermore. Hence CHOCO, a local NGO, is taking this challenge to bring the opportunity providers and opportunity seekers to one place and let everyone know of the choices available for them.

This proposal will seek to convey all the necessary information regarding CHOCO’s Maavadiya Career Expo and to obtain all the necessary support and finance or sponsorship required to execute this event successfully.

III. CHOCO
‘CHOCO’ is a non-governmental organisation based in G.Dh. Thinadhoo, dreaming and striving about the development of Thinadhoo. CHOCO believes that the problems and the mishaps in the society occur through weaknesses in the social, economic and the political system in place. These weaknesses call for a higher authority to act, as private individuals do not have the necessary incentive to act to prevent and solve the problems and mishaps. Keeping this in mind, this is where CHOCO steps in. CHOCO dreams to be the bridge which would connect the distances created by the inherent weaknesses in the society. CHOCO strives to be part of the development, to increase the pace of the development, and to make a real difference to the lives of all the people in the community that we operate in. CHOCO would operate as an agent where it would work to bring the positive change and development.

CHOCO was founded with the aforementioned dream and hence it is the vision of the NGO. To achieve the vision, the NGO activities are divided in to 5 broad areas and this has become the objectives of the NGO.

The 5 objectives of CHOCO are;
  • To work towards community and economic development
  • To enhance humanity and humility
  • To observe nature, environment and culture and help to preserve them
  • To assist the community in capacity development of the people
  • To analyse the society’s situation and communicate it to the public
CHOCO will devise various programs in these regards and carry them out in Thinadhoo as resources become available. As most of the local NGOs, CHOCO lack necessary financial backing to support its projects. But the drive, motivation and enthusiasm of CHOCO are forever young. As soon as the resources become available, CHOCO would be ready to help and carry out projects that are required to the society. CHOCO will be making proposals for various projects simultaneously to the relevant parties for funding and other support.

CHOCO also realises that the most important part of implementing a program is sustaining the program through a foreseeable future and sustaining the effectiveness of the programs. When planning programs, sustainability is taken into account. The concepts of the programs are devised in such a way that the programs will keep running once initiated and care taken by CHOCO.

Since the founding in April 2009, CHOCO has run several major programs. On average at least one program is run each month. CHOCO’s programs so far include,
  • Higahele Campaign – a voter awareness campaign to increase voter turnout and awareness during the parliamentary elections of 2009
  • “Thinadhoo – The Garden Island” project – this is the principle vision of the NGO with regard to the environment and a tree planting program was carried out under this vision so far. A public garbage disposal project is seeking funds at the moment and plans for a public park are also being discussed.
  • Cleaning Day – The cleaning day was planned to clean the island for the independence day of 2009.
  • Independence Day Games – CHOCO arranged a basketball game and a football game as a part of the celebration of the Independence Day 2009.
  • Youth Day Activities – CHOCO organised a one day Futsal tournament targeted for the youth of Thinadhoo to mark the Youth Day 2009.
  • Hithevare’ – Social Responsibility Workshop – Hithevare’ is a one day workshop designed to increase the social responsibility of the youth to engage in community activities.
  • Havaru Foari: Havaru Foari is a locally groomed program to celebrate the eid festivities. CHOCO took part in organising the event together with a number of youth of the island.
  • Thinadhoo’s Support for Maldives:Thinadhoo’s Support for Maldives is a campaign run in order to gather more votes for Maldives to push towards the inclusion of Maldives in the new 7 wonders of nature. More than 500 people voted in 2 days the program was carried out.
  • Havaru Online Website – Havaru Online is a current affairs website which would give up-to-date news and information regarding Thinadhoo.
IV. Needs/Problems
There are nearly 4000 students studying in Thinadhoo, according to Census 2006 by Department of Planning. This number would have risen by today. In 2006, there were 552 students enrolled in secondary grades. Most of the students are enrolled in grade 8 and middle school, which means that it is about time these students would choose a career path and enter the job or higher education market.

Little guidance is provided to these students internally apart from the curriculum materials to assist in choosing a career path. No school in Thinadhoo has career guidance or counselling service available in the school and little light, if any, is shed on the opportunities available after the completion of their secondary schooling days.

Choosing a career path and being aware of the opportunities available would keep the students focused and determined. This would boost the self confidence and would cut the work for the employers to groom the potential employee to the field.

There is also the problem of unequal information that goes back and forth between employers and potential employees, especially in suburban islands like Thinadhoo. The media sources are limited in Thinadhoo and update arrival of nationwide newspapers are also not reliable. Hence the information regarding job and training opportunities available in Thinadhoo and elsewhere in the country are not well communicated to the young school leavers. Furthermore, the information regarding the skills and interests of the school leavers are not all communicated to employees due to lack of mediums enabling such communication.

Hence the dire need for information regarding the opportunities, the structure of the Maldivian school leaving population and career guidance for the school leavers is of utmost importance.

V. Objectives
CHOCO would like to bridge the distances that are being created in the society. The proposed career expo is a major step to connect the school leavers, job and higher education seekers with potential employers and higher education providers.

The objectives of the Maavadiya Career Expo are,
  • To connect school leavers, job and higher education seekers with potential employers and higher education providers
  • To convey information of the opportunities available in terms of future employment and education and training
  • To provide knowledge to employers and education providers on the structure of the interests of youth
  • To provide career guidance to the young people of Thinadhoo
VI. Benefits
The benefits of the proposed Maavadiya Career Expo will fall into three categories – benefits to the employers and education or training providers, benefits to the visitors, and benefits to the community as a whole.


Benefits to the employers and education or training providers
Employers and education providers would be able to advertise the jobs and educational and training opportunities they have on offer for successful candidates. Providing information to the target market would be a somewhat difficult task in suburban and rural Maldives because of limited media sources and other mediums of advertising. A career expo of this magnitude would attract several young people who would be keen to learn about opportunities available.

Employers and education providers would be able to know the structure of the young people’s desired fields. There are no surveys done usually in this regard and hence a career expo would be alternative. It would enable to find out the major areas of interest for youth and main career paths that they would like to pursue.

For those organisations that operate in or target Thinadhoo or Huvadhoo market, the proposed expo would be a good point to strengthen the name of the organisation and make a solid foot print in the region.

Quality and motivated workforce is the backbone that drives the value-creation process of an organisation. Various Researches shows that customer satisfaction is closely related to staff motivation and relations. A career expo like this would provide the opportunity to find competent and motivated staff for their organisation.

Benefits to the visitors
Visitors would be able to learn about the opportunities available in the job and education market. This would help indirectly as guidance to plan the visitors’ professional development.

Visitors would be able to know about the potential employers and education providers which might not be in their knowledge or interest before.

Visitors may be able know about better pathways to develop their selves and may prompt them to seek for better opportunities.

Benefits to the community
One of the main problems faced by suburban populations is brain drain. One of causes of such brain drain and migration could be ignorance about the career opportunities available in the area. A career expo would enable communicating the opportunities available and hence brain drain and migration problem could be helped to a little extent.

Young people would be the people in charge of the community in the future. The better opportunities for the young people would brighten the future of the local community in the long run.

Some light shed in terms of career guidance would help the visitors to make informed decisions about their future. This would be positive spill-over effects in the community.

VII. Target Audience
The expo will be targeted for
  1. School leavers who would finish their GCE O’ levels by 17th November 2009 – from Thinadhoo and nearby islands
  2. Employed and unemployed youth in Thinadhoo and neighbour islands
  3. Secondary school students of Thinadhoo and neighbour islands
There is a population of over 6000 in Thinadhoo and around 20,000 people in the province. A large percent of this provincial population could be covered by the expo, as the Upper South Province Office has offered support for the expo in terms of transport to the desired visitors.

CHOCO expects a visitors’ count of around 4000 from Thinadhoo and nearby islands to visit the expo and explore career opportunities.

VIII. Project Implementation
Maavadiya Career Expo will run on 24-25th November 2009. There will be two sessions in each of the day. The first session will run from 4pm to 6pm and the second session will run from 8pm to 11pm.

The proposed venue for the campaign is the main hall of G.Dh. Thinadhoo Aboobakr School. There will be 32 stalls in the hall. Stalls will be 8 x 8 feet each. Interested parties can book stalls as per the floor plan. The first step of the project would be to find relevant participants who would have something to offer to the target population segment in terms of jobs and education. The stalls would be allocated on a first come first served basis. The deadline to book stalls is 9 November 2009. Stalls will be provided for a charge of Rf500. The stalls must be used to promote jobs, careers, higher education and job hunting and educational skills. Parties who take stalls would be responsible to decorate the stall the party would like.

The target population segment is the youth and school leavers of Thinadhoo and nearby islands. Upper South Province Office has given green light on providing transport for the school leavers who wish to attend the career expo.

CHOCO will take the responsibility to allocate the participants to stalls, however preferences of the participants will be taken in to account. CHOCO will also advertise the expo with the use of posters and megaphones. CHOCO will also seek the help of the Secondary schools in Thinadhoo and the nearby islands to bring more students and school leavers to the expo.

CHOCO will provide the basic framework of the stalls but the participants will be responsible to decorate the stall as they would like. The hall will be open for decoration 22nd November 2009.

IX. Sponsorship
Sponsorship of the event is also open to the desired parties. There are three types of sponsorship options available, which are outlined below. The deadline for sponsoring the program is 9 November 2009.

Sponsorship will be used to meet the costs of the program and increase the quality of the expo environment even further than planned in this proposal. Please refer to the budget section of this proposal to find more information regarding the costs of the program.

Main Sponsor
There will be special privileges to the main sponsor. The main sponsor will have the opportunity to put their logo along with the event logo in the official banners. There will also be opportunity to put flags and banners in the entrance walkway of the venue. It will also provide two adjacent stalls in the expo for free. Supply of flags, banners, pamphlets, brochures etc to the organisers is a responsibility of the main sponsor and making use of the free stalls provided is also responsibility of the main sponsor.

The minimum bid for the main sponsor is Rf 15,000.

Co – Sponsor(s)
There will be several advertising opportunities available for co-sponsors as well. Hosting of flags, banners in the entrance walkway of the expo would be available. A free stall will also be available for each co-sponsor. Furthermore, co-sponsors’ logo will be placed in the advertisement posters of the program.

The minimum bid for the co-sponsorship is Rf 8,000.

Supporting Sponsor(s)
This sponsorship is available to organisations who would want to show their endorsement and support for the program. CHOCO will make a backdrop canvass showing all the sponsors and organisations that provide financial support for the program.

The minimum bid for supporting sponsorship is Rf 3,000.

XII. Evaluation

This career expo is intended to be run sequentially every year. Hence feedback from participants as well as visitors is important to improve the program and cater the program to the exact needs of the participants and target population segment.

There will be a voluntary feedback form to be filled visitors. Furthermore there will be a suggestion box, so that visitors can express their opinions anonymously.

After the expo, each participant will be sent a feedback form to be completed. This will encompass main areas of excellence and improvement with regard to the expo.

CHOCO will review these feedback forms and suggestions and will try to incorporate the ideas in future editions of the program.

There are two types of memberships available to aspiring individuals who love community activities.
  • Subscribing Membership: Subscribing members pay a monthly due to the NGO, which will be used to pay administrative expenses. Subscribing members have benefits such as access to CHOCO books and higher involvement in CHOCO activities. Furthermore, other perks for a subscribing members include receiving CHOCO polo t-shirts every year, among others.
  • Volunteer Membership: Voluntary members will not pay any membership dues but will be called up to participate in implementing programs of CHOCO.
